Unusual consist spotted at Puffing Billy this morning

This morning while travelling to work I came across this unusual consist on Puffing Billy just after the Clematis grade crossing on Emerald bank. They were pruning folliage and shredding it with the tree mucher in the NQR. The loco is D21. Sorry about the awful phone photos!…
